중국 식품안전관리의 제도상 문제점과 그 개선방안에 대한 법적 연구 - 블록체인 활용론을 중심으로 -

Abstract

Worldwide issues surrounding food safety have increased continuously. The importance of food safety has become more important than before because it is not only an domestic issue but an international one through the free export and import of food products and the necessity of establishing international strategies for food industry. China also has been in food trade with other various countries, and has broadened its food industry abroad. Thus, the Chinese government has established its own food safety system and traceability system by enacting and revising various food safety rules and its related regulations. Nevertheless, there is little to expect the actual useful effects, through the lack of special relations and legal systems up to international standards and the difference between the standards of China’s administrative agencies and businesses, and systems and the international ones. With the outbreak of cases that are fatal to food safety, such as the case of ‘melamine milk product’, the pesticide dumpling case, and the pig clenbuterol case, China has been demanded to change rapidly its image from the negative image in food safety. Recently, several companies have prepared for their own food history tracking systems, such as RFID, and the Chinese government is joining their efforts. Although the system’s limitations have already been recognized by people, the positive sign for the improvement in food safety system is likely to appear here and their. It should be noted that in the midst of this trend, the performance of food history tracking systems by the way of introduction of ‘blockchain’ jointly conducted by Wal-Mart and Chunghwa University was the first step to be implemented in the international community. And it will guarantee China’s food safety, by that he Korean food industry will make inroads into China more easily. This article will help foreign companies including Korea to advance actively into the Chinese market.
