이주(migration)와 디아스포라(diaspora)는 단순한 인구이동이 아니다. 이는 이주대상이 모국과 전혀 다른 환경에서 선주민 사회의 저항과 수용의 과정을 거쳐 다양한 형태의 정체성 변형이 나타남을 의미하기도 한다. 어느 사회든 정체성이라는 것은 사실 다양한 정체성들이 소통하는 가운데 형성(Cohen 1991, Ludden 1990)된다. 아프리카 대륙 곳곳에 정착해 온 인도인 디아스포라도 아프리카인 사회와의 다양한 접촉을 통해 새로운 사회정체성을 형성해왔다. 남아공 인도인 남아공 인도인의 정확한 명칭은 ‘인도계 남아공인’(Indian South African)이다. 하지만 ‘인도인’ 정체성을 강조하는 대부분의 인도계 남아공인은 ‘남아공 인도인’(South African Indian)이라는 표현을 선호한다(장용규 2005). 들은 특히 자신들이 백인과 흑인들 사이에 낀 ‘샌드위치 신세’라고 하소연 한다(장용규 2005). 반면 아프리카인들은 흔히 인도인들이 시장경제를 장악하고 있는 경제 권력자라는 차가운 시선을 보낸다. 서로에 대한 이런 오해는 오랜 역사를 통해 쌓인 것으로 남아공에서 아프리카인과 인도인 사이에 놓인 ‘벽’은 생각보다 견고하다. 왜 남아공 아프리카인 사회와 인도인 사회 사이에는 이처럼 견고한 벽이 놓이게 되었을까? 남아공의 국민을 구성하는 두 집단 사이에 서로에 대한 어떤 역사적 경험이 축적되었기에 화해와 공존보다 대립과 갈등의 감정이 쌓이게 되었을까? 이 논문에서는 이런 질문을 중심으로 최근에 불거지고 있는 인도인에 대한 인종차별 문제를 살펴보고자 한다.
Abstract
Recently, ‘racial populism’ has become a keyword that captivates South African society. Malema’s hate speech for South African Indians is a case in this point. As a matter of fact, the history of racial hatred against South African Indians has spanned for hundreds. The reason of this racial hatred has been diagnosed as the result of brutal apartheid. It was the Apartheid regime’s tactful strategy to position Indians in between the white and the African population to bumper the latter’s anger to the prior. So, South African Indians were “sandwiched” between the white and the Africans. Rather, in this paper, I attempt to view the problem from ‘introvertive’ perspective: the problem of South African Indian communities. South African Indians were not homogenous, rather, they were comprised of diverse racial and ethnic backgrounds. As they were successfully established in South Africa, they conceive that they were superior to the Africans, and distanced and barricade themselves from the African communities. I try to point that the Africans’ hatred to South African Indians derives partially from this South African Indians’ self-isolation.
