Abstract

The article is focusing on Daewongun, his reorganization of the ruling system, and the essential origin and interrelation of his policies, in process of forming his sovereignty. Daewongun enabled to exercise his political influence through the reorganization of the ruling system. He made the respect about his authority of a legitimate, political practice. He judged the details and proper time in enforcing his policies after considering the relation with powerful groups at that time. Therefore his reform policies was the means of strengthening his power.The course of enforcing his policies accorded with the course of accomplishing purposes that reorganized the ruling system and expanded his political foundation. He exercised his power by making Jongchinbu of a government structure. But Jongchinbu couldn't decide and enforce policies, because it wasn't an administrative organ. For getting over the limit Daewongun established the system of Euijeongbu, and revived Samgunbu. So the bases of his ruling were Jongchinbu, Euijeongbu, and Samgunbu.Daewongun could weaken the political, military base of Noron group through Three-Bu system. The weakening of Noron group meant the establishment of Daewongun's power structure, and was the background of his autocracy. After then Daewongun wasn't necessary to be conscious of Noron group. But the latter felt a sense of political crisis, and was anxious about their authority and existence. It was natural that Noron group formed anti-Daewongun power with the King Gojong.
