Touadoubunnkai which was founded in 1898 November 2nd was based on touhoukyoukai, touakai and doubunnkai. Touadoubunnkai was the model of the government and the people cooperation system in Japan imperialism. Touadoubunnkai where many Japan’s politicians participated was the vanguard for the solution of Japan’s china problems. Namely, this group took charge of the decisive role in the establishment and enforcement of Japan’s policy to china at that time. In fact, touadoubunnkai acted on instructions from Japan government. This study has the purpose to arrange founding process of touadoubunnkai which has this background. I expect that this study will give a help to understanding Japanese idea of asianism and great east asia coprosperity sphere.
