Abstract

This study aims to assess the effectiveness of support policies for revitalizing small library operations and to explore directions for policy improvement. To this end, we reviewed the legal and institutional frameworks and government support programs related to small libraries and conducted a full census survey of 244 metropolitan and local governments nationwide to analyze the current status of operation and support. The results showed that only 51.1% of public small libraries were registered, and the primary reason for non-registration was failure to meet librarian requirements (54.0%), indicating an urgent need to make staffing standards more realistic. In terms of support outcomes, staffing, collections, budgets, and training were concentrated in the Seoul-Gyeonggi metropolitan area, which was found to exacerbate qualitative disparities in services across regions. Moreover, only 21.1% of local governments had a dedicated department, and 53.1% of responsible personnel held concurrent duties, revealing a weak administrative base; this was also reflected in practitioners identifying securing operating staff (56.4%) and budget shortages (53.7%) as their main challenges. Based on these findings, this study proposes the following policy directions. First, small-library-related laws and regulations should be refined to clarify minimum obligations and standards for financial and staffing support for public small libraries and to specify criteria and procedures for revoking registration (closure) for facilities that persistently fail to meet performance or legal standards. Second, metropolitan-level small library support centers should be established and strengthened to build an intermediary support system connecting policy and practice, and professional operations should be strengthened by linking the itinerant librarian program to medium- and long-term public employment policies. Third, model ordinances and operational guidelines should be developed to reduce inter-municipal disparities in support, and a data-driven policy feedback system should be established by upgrading the integrated information system and survey infrastructure. In addition, differentiated support criteria reflecting facility obsolescence and utilization, along with a refined fiscal support scheme linked to national subsidies, should be 마련ed to promote sustainable and equitable operations.
