민속마을 정책과 사회적 관계의 변화 ―충남 아산시 송악면 외암 민속마을 사례

본 연구는 '민속마을' 이라는 문화재 지정이후 상당한 정도의 정부지원금을 지원받고 전통적 경관을 통해 일정한 관광수익도 얻고 있는 '외암 민속마을'을 사례로 하여 지속적인 경제자원의 유입이 마을에 끼친 사회적 변화를 고찰하고자 하였다. 그동안 정부의 농촌정책에 따라 '민속마을(2000)'에 이어 '테마마을(2003)'로 지정되어 다양한 경제적 지원을 받고 있는 외암 민속마을에서 기존의 마을 자치조직은 약화되거나 쇠퇴하는 반면 마을의 보존과 개발을 통해 주민의 경제적 이해를 실현하려는 조직들이 새롭게 형성되고 있다. 이 조직들이 점차 마을운영에서 실질적인 힘을 얻고 있다. 이에 따라 기존의 마을 자치조직은 각각의 고유한 역할과 기능이 약화되고 심지어는 와해되기까지 한다. 상당수 주민들의 경제활동 참여에 따라 조직성원 간 연대도 약화되고 있다. 민속마을 지정 후 마을의 주민관계에서도 경제적 이해관계에 기초한 관계의 증가, 정부 지원금과 소득활동의 평등분배를 둘러싼 계층 간 갈등이 증가한다. 이러한 갈등의 전개와 표출은 마을조직의 구성과 운영에서 대내적 평등성과 경제적 이해관계를 기초로 한 도구적 합리성을 증가시킨다. 이는 마을이 하나의 생활공동체에서 결사체로 이행하는 과정으로 보인다.
Abstract
This study examines how social relationships among residents are affected by the continuing inflow of economic resources in a Korean rural village. The study selects a village in Oeam-1-ri, Chungnam Province. The village has been considerably subsidized by the Korean government after being named as a cultural property called "Folk Village", Moreover, it has been successful in garnering local revenues from rural tourism as it has been well known as a place for sightseeing time-honored landscape. The village, once composed of typical farmers, was designated as a "Folk Village" in 2000 and chosen as a "Thematic Village" in 2003. As part of rural development policy, the Korean government has provided generous financial support to help it maintain or even restore a traditional rural fixture at various locations. However, offering it some local development resources has contributed to the weakening or decline in traditional self-governing organizations and the growth of new organizations which are interested in realizing economic interests through local preservation and development projects. Meanwhile, old-type organizations appear to have lost their proper roles or functions in running the village affairs and the new-type organizations are beginning to replace them as local villagers weaken their solid ties along with increasing participation in economic activities. Currently it is an undeniable fact that since the designation of Oeam-ri as a "Folk Village" or a "Thematic Village" social relationships are increasingly based on economic interests among the village people as well as conflicts of people in different strata with the equitable distribution of government subsidies and income-generating activities In developing and bursting such conflict-ridden process, the composition and governance/management of Oeam-ri village is more and moredominated by two principles: intra-group equality and instrumental rationality based on economic calculation. Overall, this process must be interpreted as no other than transformation of rural villages from a subsistence-based community to a Gesellsshaft-based community.
