베트남 유기농업의 생산자 소비자 연대 사례와 그 시사점

본 연구의 목적은 베트남 내에서 일어나고 있는 식품안전에 관한 관심과 그에 대응하는 형태로 나타나고 있는 유기농업 실천 농민들의 움직임을 살펴보고, 유기농산물 인증제도를 대신하여 소비자와의 직접적인 연대를 모색하고 있는 베트남 유기농업 사례를 통해 그 시사점을 파악하는 것에 있다. 이를 위해 우선 유기농업이 단순히 화학비료와 합성농약을 쓰지 않는 농법의 하나라는 협의의 개념이 아니라 환경부하를 줄이고 지속가능성을 위한 개념으로서 지역환경보전과 안전한 먹거리 생산을 위해 공동체 유지의 기능을 지닌 생산시스템이라는 큰 개념으로 이해되고 있음을 살펴보았다. 이와 함께 인증제도의 추진 배경을 설명하는 한편, 유기농업이 추구하고 있는 식품안전문제에 대한 대응 방식을 알아보고, 식품안전문제가 시장실패의 한 사례에 해당함을 이론적으로 분석하였다. 그 해결책으로는 액설로드(Axelrod)의 라벨(label)과 영역성(territoriality)을 통해 이것이 각각 유기농업에서의 인증제도와 소비자와의 직접적인 연대를 통한 방법임을 제시하였다. 베트남 유기농업 사례에서는 생산자와 소비자가 직접 만나는 형태의 영역성의 확장을 살펴보았다. 베트남의 중부 지역을 중심으로 유기농업 실천 농민 단체에서는 인증제도를 대신하는 형태로 참가형 유기인증시스템(Participatory Guarantee Systems)을 도입하여 소비자의 참여를 높이고 있었고, 소비자에 대한 직접적인 거래의 확대 및 유기농업 체험을 통한 투어리즘을 활용하는 등 다양한 형태로 소비자와의 연대를 직접적으로 모색하고 있다. 본 연구는 유기농업이 가지는 다양한 가치들에 대한 생산자와 소비자 사이의 이해와 소통의 과정을 통해 다양한 형태의 독자적인 유기농업이 베트남 내에서 자리잡을 수 있음을 현장 사례를 통해 고찰한 것에 그 의의가 있다.
Abstract
This study aims to elucidate the activities of organic farmers for food safety concerns, and to investigate implications of organic agriculture in Vietnam through the affiliation between producers and consumers instead of organic certification system during the field study. Usually organic agriculture indicates farming methods of growing products without using chemical fertilizer and agricultural chemicals more than three years. However, organic agriculture has more broad meanings. It is a holistic system which promotes and enhances ecosystem, health, food safety and local environment, etc. And also it emphasizes the close relationship between producers and consumers. Theoretically food safety issues are dealt with one of the market failures and Axelrod has suggested two approaches of label and territoriality as the solution. Furthermore the empirical case studies on organic farmers' groups in Vietnam have comprehended the expansion of the territoriality which indicates the direct solidarity between producers and consumers. In central Vietnam, some organic farming groups attempted to have the bilateral relationship by implement of the Participatory Guarantee Systems and the application of the agritourism with farming experiences despite of the third organic certification. This study suggests that the mutual understanding and communication between the producers and consumers is the key value for the future of Vietnam's organic agriculture with which diverse practices can be evolved.
