본 연구는 2001년부터 국민기초생활보장 조건부수급권자를 대상으로 실시되고 있는 재활프로그램 가운데 문제음주자를 주요 대상으로 하는 적절한 프로그램의 부재 상황에 문제를 제기하고, 알코올 접근이 용이한 지역사회 거주자이며 프로그램 참여의 조건부로 생계비를 지급받는 이들 대상에 적합한 프로그램을 개발 제시하는데 목적을 두었다. 이를 위해 개입연구의 프로그램 설계와 개발(D&D) 6단계 방법론을 활용, 2단계 총 20회의 집단프로그램을 초기 개발하여 현장에서 시험 실시하고 그에 대한 양적·질적 평가를 통해 수정프로그램을 제시했다. 초기 프로그램에 대한 시험적 실시 결과, 목표설정의 자율권을 허용하고 강요를 최소화하는 집단진행 전략이 클라이언트 성과에 전반적으로 긍정적인 영향을 미쳤으나, 성과를 지속시키고 성과에 동반되는 삶의 다른 영역에서의 변화 수준을 향상시키기 위해 추가적인 개별 사례관리 및 상담 체계의 보완 필요성이 시사되었다. 본 연구를 통해 수정 개발된 프로그램은 유사집단을 대상으로 하는 전국 관련현장에서 뿐 아니라, 자발적 문제음주자를 대상으로 하는 여타 서비스 환경에서도 수정 활용될 수 있다.
Abstract
This study is aimed at the development and evaluation of an alcohol intervention program for welfare recipients, who are subject to participate in workfare programs. Given their lower severity in alcohol related problems and easy access to alcohol in the community, the effectiveness of the abstinence-oriented approach could substantially be questioned. Following the 6 steps of Intervention Research Method (i.e. Design & Development), the researcher developed a 2-phased, 20-session controlled drinking group program, conducted a pilot test, and evaluated its process and outcome by means of both quantitative and qualitative measures. While the results showed positive role of moderation goal and non-coersive group intervention strategies, it also suggested that an individualized management program run parallel in order to help generalize further the gains earned to other areas of life. This program can be utilized by agencies serving involuntary subjects as in this study, and could be adopted by various agencies serving voluntary problem drinkers as well.
