Abstract
This study explored the welfare service accessibility for adults with developmental disabilities living in rural areas from the perspectives of their mothers as primary caregivers. Grounded on theory of service accessibility, in-depth interviews were conducted with 16 mothers of adults with developmental disabilities on their experiences related to seven components of accessibility (availability, geography, affordability, accommodation, timeliness, acceptability, awareness) to welfare service in the community. A hybrid of approach of theory-based inductive and data-based deductive thematic analysis were conducted yielded a total of 7 themes and 19 subthemes. Mothers of adults with developmental disabilities in rural areas reported that difficulty in accessing the welfare service was increased due to the lack of welfare infrastructure that are prevalent in rural areas and the nature of developmental disabilities. This study suggested needs for developing a community service model that reflects the characteristics of rural areas and improving access to welfare services by understanding the multidimensional challenges in accessing the services experienced by adults with developmental disabilities and their families in rural areas.
