한국사회에서 정신장애의 사회적 모델 의미에 대한 탐색적 연구: 당사자의 경험 및 인식을 중심으로

초록

2006년 UN CRPD가 결의된 이후 정신장애의 사회적 모델은 중요한 이슈가 되고 있다. 정신장애의 사회적 모델은 개인적인정신병리와 결핍에 중점을 두는 것에서, 사회적 차원에서 작동하는 억압과 차별을 고려하는 것으로 초점을 전환할 수 있다는 측면에서중요한 잠재력을 가지고 있다. 이러한 문제의식에서 본 연구의 목적은 정신장애인 경험 및 인식 분석을 통해, 한국사회에서정신장애의 사회적 모델이 어떠한 의미를 지니고 있는지 탐색적으로 연구하는 것에 있다. 이를 위해 다양한 영역에서활동하고 있는 정신장애인 13명을 대상으로 심층면접을 진행하였고, 일반적 질적연구방법으로 분석하였다. 분석결과 ‘부정적으로인식되는 정신장애와 지배담론을 형성하고 있는 의료모델’, ‘정신장애인의 사회참여를 가로막는 다양한 사회적 장벽들’, ‘정신장애인을위한 정당한 편의제공의 가능성’, ‘사회적 모델 적용 과정에서 존재할 수 있는 잠재력과 딜레마’라는 4개의 핵심범주와 15개의하위주제가 도출되었다. 의료모델은 정신장애의 지배적 담론으로 나타났으며, 더 나아가 사회참여에서의 장벽으로 발현되기도 하였다. 직장생활, 사회적 관계 등 다양한 영역에서 장벽은 존재했으며, 특히 정신장애에 대한 부정적 낙인과 차별은 강력한 비가시적 장벽으로드러났다. 사회적 장벽을 허물고, 동등한 참여를 보장하기 위한 정당한 편의제공의 가능성이 포착되었으며, 사회적 모델 적용 시 고민이필요한 부분들이 확인되었다. 연구결과에서 발견된 논의점을 바탕으로 정신장애의 사회적 모델이 가져올 수 있는 실천적⋅정책적함의를 도출하였다.

Abstract

The social model of psychosocial disability has become an important issue since the UN CRPD was adoption in 2006. The social model of psychosocial disability has significant potential in that it can shift the focus from an emphasis on individual psychopathology and deficiency to considering the oppression and discrimination that operate at a societal level. In light of these critical mind, this study aims to exploratively investigate the implications of the social model of psychosocial disability in Korean society through an analysis of the experiences and perceptions of people with psychosocial disabilities. To achieve this, in-depth interviews were conducted with thirteen people with psychosocial disabilities who were active in various fields, and analyzed using generic qualitative research methods. As a result of the analysis, four core categories and fifteen sub-themes were derived: Negatively perceived psychosocial disability and the medical model that shapes the dominant discourse; Various societal barriers hindering the social participation of people with psychosocial disabilities; Possibilities for reasonable accommodations for people with psychosocial disabilities; Potential and dilemmas in the application process of the social model. The medical model has emerged as a dominant discourse of psychosocial disability, and furthermore, it was expressed as a barrier to social participation. Barriers existed in various areas such as work life, social relationships, and particularly, negative stigma and discrimination associated with psychosocial disability turned out to be powerful invisible barriers. The potential for reasonable accommodations to tear down social barriers and ensure equal participation has been identified. However, challenges were also noted in considering the application of the social model, indicating the need for careful consideration. Based on the points of discussion identified in the research results, practical and policy implications that the social model of psychosocial disability could bring were derived.
