코로나19와 4차 산업혁명으로 디지털 전환이 사회 전반으로 이루어지면서 디지털 격차가 핵심적인 공공의제로 부상하였다. 특히, 지방자치단체의 디지털 전환 인력과 예산, 정보화 수준 등의 구조적 편차와 함께 해당 지역 주민의 구성과 특성이 상이하여 이들의 상호작용에 기인한 디지털 격차는 가속화되고 있다. 그러나 지방자치단체와 지역 주민의 다수준 요인을 고려하여 디지털 격차에 대한 실증연구는 부족한 실정이다. 이에 따라 본 연구에서는 지방자치단체별 디지털 정보화 수준에 지역 수준, 개인 수준의 영향요인 탐색을 위해 단일연도가 아닌 2013년부터 2022년까지 10년의 데이터를 활용하여 다수준 분석을 실시하였다. 연구결과 첫째, 시간은 지역 주민의 디지털 정보화 수준에 긍정적인 영향을 미쳤다. 둘째, 지역정보화사업 예산과 추진 건수는 지역 주민의 디지털 정보화 수준에 긍정적인 영향을 미쳤으며 고령화 비율이 높을수록 지역 주민의 디지털 정보화 수준에 부정적인 영향을 미쳤다. 셋째, 나이는 지역 주민의 디지털 정보화 수준에 부정적인 영향을 미쳤으며 학력과 소득은 주민의 디지털 정보화 수준에 긍정적인 영향을 미쳤다. 이러한 연구결과를 통해 지역 주민의 디지털 정보화 수준에 지역정보화의 영향력을 확인함과 동시에개인 수준의 영향력과 시간의 영향 그리고 지역간 차이의 유무를 확인하였다. 그러나 본 연구에서는 자료의 한계로 인해 기초자치단체 수준의 실증분석이 이루어지지 못하였다는 한계가 존재한다.
Abstract
As digital transformation is taking place across society due to COVID-19 and the 4th Industrial Revolution, the digital divide has emerged as a key public agenda. In particular, the digital divide caused by the interaction between local governments and their structural differences in digital transformation personnel, budget, and informatization levels, as well as the differences in the composition and characteristics of local residents, is accelerating. However, empirical research on the digital divide that takes into account multi-level factors of local governments and local residents is lacking. Accordingly, this study conducted a multi-level analysis using 10 years of data from 2013 to 2022 rather than a single year to explore the factors influencing the level of digital informatization by local government at the regional and individual levels. The results of the study showed that first, time had a positive effect on the level of digital informatization of local residents. Second, the budget and number of local informatization projects had a positive effect on the level of digital informatization of local residents, and a higher aging rate had a negative effect on the level of digital informatization of local residents. Third, age had a negative effect on the level of digital informatization of local residents, while education and income had a positive effect on the level of digital informatization of residents. Through these research results, we confirmed the influence of local informatization on the level of digital information of local residents, and also confirmed the influence at the individual level, the influence of time, and the presence of differences between regions. However, this study has the limitation that empirical analysis at the level of basic autonomous bodies could not be conducted due to data limitations.
