Abstract
This study investigates the factors influencing public officials’ acceptance of generative AI chatbots in the public sector, based on the Technology Acceptance Model (TAM). Specifically, it examines the moderated mediation effects of perceived task–technology fit and directive from superiors on the relationship between perceived usefulness, intention to use, and task acceptance. The analysis utilizes primary survey data from the Korea Institute of Public Administration’s 2023 report titled "A Study on the Utilization and Improvement of Generative AI Chatbots in the Public Sector." The empirical analysis confirms that perceived usefulness positively affects task acceptance, and this relationship is partially mediated by the intention to use the technology. Furthermore, directive from superiors—representing externally driven adoption—exhibits a positive moderated mediation effect, whereas perceived task–technology fit—representing internally driven interest—shows a negative moderated mediation effect. By identifying both personal and organizational factors affecting public officials’ acceptance, this study offers insights into the effective implementation of generative AI chatbots as part of administrative innovation and digital transformation in the public sector.
