2021년 캄보디아는 강력한 방역 정책과 다양한 경제 지원책을 동원해 코로나19 위기를 극복했다. 특히 충분한 백신 물량을 적기에 확보하며 빠른 속도로 접종을 진행해 연내에 5세 이상 전체 인구의 99%가 2차 접종까지 완료하는 성과를 올렸다. 캄보디아 권위주의체제는 이러한 성과를 바탕으로 장기집권을 위한 장치를 구축한 반면 코로나19로 위축된 저항 세력은 내분으로 인해 동력마저 약화되었다. 경제는 플러스 성장으로 전환했지만 외부 환경에 취약한 경제구조로 인해 고도의 성장세를 회복하기까지는 상당한 시간이 소요될 것이다. 캄보디아의 체제 유지와 경제 회복에는 중국의 지원이 큰 역할을 했지만 과도한 중국 의존도는 향후 막대한 정치경제적 비용을 초래할 수도 있을 것이다.
Abstract
In 2021, Cambodia overcame the COVID-19 crisis by mobilizing strong quarantine policies and various economic support measures. In particular, it secured sufficient vaccine supplies in a timely manner and carried out vaccinations at a high speed, resulting in 99% of the total population aged 5 or older completing the second inoculation by the end of this year. Based on these achievements, the Cambodian authoritarian system has established a device for long-term power, while the resistance forces contracted by COVID-19 have weakened their power due to internal strife. The economy has shifted to positive growth, but it will take a considerable amount of time to recover its high growth due to its economic structure vulnerable to the external environment. China's support played a major role in Cambodia's system maintenance and economic recovery, but excessive dependence on China could lead to huge political and economic costs in the future.
