Abstract
After the financial crisis in 1997 banks began to compete fiercely in the regional financial markets. During the financial restructure many banks were merged by other banks and the total number of banks has shrunk from 27 to 13. But almost all the banks began to supply credits to small and medium firms instead of large firms whose demand for credit decreased drastically. Many firms whose banks were disappeared after the financial crisis experienced liquidity crisis. So in order to the avoid such inconveniences firms might have decided to have relationships with many banks as possible. But competitions among banks may have been focused on the firms whose credit scores are relatively high. That means that although competitions were high, financial constraints of many regional firms might not be eased. For the revitalization of the regional economies and their survival, banks, especially regional banks should be relationship lenders to the small and medium firms in the region. And the government should pay attention to the development of regional nonbank institutions. On the other hand considering the fact that banks owned by foreigners are very reluctant to supply credits to small and medium banks and it plays very important roles in supplying credits to the small and medium firms, the government should approach very cautiously to the privatization of the Small and Medium Bank.
