항공 객실승무원의 자격제도 도입에 관한 연구

Abstract

Although the aviation technology has been developed and aviation safety has secured, the roles of cain crew are crucial in case of aviation accidents. As air rage and acts of unlawful interference have occurred frequently recently, the necessity of professional law knowledge training is required in the in-flight security officer performances. Although air crew members have important roles in aviation safety and security, there has been no national license system in the Republic of Korea so far. If the air crew license system is introduced in the aviation field, cabin crew’s standardization, professionalism and employment efficiency can be obtained. It is necessary to establish institutional framework to adopt the license system to strengthen the safety of passengers through the standardization of the performance of cabin crew. Based on this background, the necessities of national license for cabin crew have been reviewed and the cases of US, Singapore and EU nations have been studied. Based on this analysis and study, professional license model for cabin crew suitable for the Republic of Korea is suggested in this research. In conclusion, I would like to suggest that the Ministry of Land, Infrastructure and transportation establish the license system to test and certify the cabin crew based on the basic training programme established by the MOLIT. Test subjects should include safety and security related working expediences and aviation laws including security responsibilities and authorities.
