Abstract
Recently, in Korea, plans for new airport construction projects such as Gadeokdo New Airport, Jeju 2nd Airport, as well as construction projects for existing airports such as Incheon International Airport’s fourth phase construction project and expansion and remodeling are in progress. To complete successfully these national projects, a high level of capabilities of various project-related members such as design, construction, and maintenance are required. In particular the professional capabilities of two airport project managers are essential factor. Based on this awareness of the problem, this study attempted to develop competence areas, competencies, and behavioral indicators to implement them as competency models for project managers of airport operators(KAC, IIAC). The results of the study are summarized as follows. First, the pool of airport construction project manager competency models was created based on the Project Manager Competency Standards(ICB, PMCDF) developed by the world’s representative project-related organizations, the European IPMA(International Project Management Association, 1965) and the American PMI(project management institute, 1969). it was created by adding the special characteristics of airport construction based on the guidelines of airport-related organizations(ICAO, KAC, etc). As a result, the competency model pool was organized into 3 competence areas, 37 competencies, and 327 behavioral indicators. Second, through a focus group interview of 22 people involved in the airport construction project and a workshop involving 9 people, and a content validity(CVR) analysis, the revised competency model Pool was supplemented and prepared with 3 competence areas, 32 competencies, and 144 behavioral indicators. Third, the first competency model was developed through the verification process of four managers-level experts with more than 20 years of experience in airport construction projects, and the competency model consisted of 3 competence areas, 32 competencies, and 127 behavioral indicators. Fourth, to confirm the final competency model, a survey was conducted on 261 airport construction project-related employees with more than 2 years of work experience, and an exploratory factor analysis was conducted on the initially developed competency model. As a result, 3 competence areas, 22 competencies, and 94 behavioral indicators were finally adopted, excluding 10 competencies and 33 behavioral indicators. Fifth, it is considered significant that in this study, for the first time, a competency model for airport corporations project managers, as the ordering organization of the airport construction project, was developed with 3 competence areas, 22 competencies, and 94 behavioral indicators.
