Abstract
As climate crisis response and carbon neutrality have emerged as national priorities, the transportation sector is emphasizing the reduction of internal combustion engine vehicles and the expansion of eco-friendly mobility. However, the urban rail sector remains focused on supply-oriented measures such as network expansion, while sustainable operations like replacing aging rolling stock receive comparatively little attention. Since safety and energy efficiency of trains decline significantly over time, replacement decisions must consider not only economic feasibility but also user-perceived social value. This study evaluates the social value of replacing aging urban rail vehicles and empirically assesses its public and policy relevance. Using the KANO model, service quality elements were classified based on satisfaction surveys of users and operators, and the Contingent Valuation Method (CVM) was used to estimate citizens’ willingness to pay, which was then converted into social benefits. The results indicate that replacing old trains contributes not only to infrastructure renewal but also to improvements in safety, convenience, and environmental value. These findings highlight the need to reflect user-centered social value in future policy design, alongside conventional economic analysis.
