이 논문은 코로나19 이후의 한국 사회를 상상하기 위해 시나리오 기법과 미래 전개도를 활용하여 네 가지 미래 시나리오를 제시하고, 각 시나리오에 따른 미래 이슈와 정책 대응 방안을 제안하였다. 코로나19는 기후 변화, 사회 정의, 디지털 전환, 보건 시스템, 경제 구조, 사회적 평등, 지속 가능성 등 다양한 문제를 재조명하게 했으며, 이에 따라 미래를 체계적으로 준비하는 것이 중요해졌다. 이러한 맥락에서 본 연구는 정부의 개입 정도와 사회적 결속 수준이라는 두 가지 불확실성을 기준으로 ‘국가자본주의 시대’, ‘야만의 시대’, ‘상호부조의 시대’, ‘국가사회주의 시대’라는 네 가지 시나리오를 도출하였다. 이 중 상호부조의 시대는 지속 가능성과 공동체 협력 측면에서 가장 바람직한 미래로 평가되었으며, 국가자본주의 시대는 현실적으로 가장 도래 가능성이 높은 시나리오로 분석되었다. 각 시나리오에는 해당 미래에 예상되는 주요 이슈들이 존재하며, 이에 따른 정책적 대응이 필요하다. 국가자본주의 시대에서는 프라이버시 보호와 디지털 포용 정책의 수립이 요구되며, 야만의 시대에서는 전염병 대응 시스템 구축과 사이버 보안 강화가 핵심 과제로 제시된다. 상호부조의 시대에서는 개인정보 보호 강화와 지역 맞춤형 에너지 정책 확대가 중요하게 다루어지고, 국가사회주의 시대에서는 감시 시스템의 투명성 확보와 표현의 자유 보장이 주요한 정책 방향으로 논의된다.
Abstract
This study envisions Korean society after COVID-19 by employing scenario planning and futures mapping to present four possible future scenarios, along with the key issues and policy responses corresponding to each scenario. COVID-19 has brought renewed attention to various issues such as climate change, social justice, digital transformation, healthcare systems, economic structures, social equality, and sustainability, thereby underscoring the importance of preparing for the future in a systematic manner. Against this backdrop, the study identifies two critical uncertainties— the degree of government intervention and the level of social cohesion— to derive four scenarios: “The Age of State Capitalism,” “The Age of Barbarism,” “The Age of Mutual Aid,” and “The Age of National Socialism.” Among these, the Age of Mutual Aid is assessed as the most desirable future in terms of sustainability and community cooperation, while the Age of State Capitalism is analyzed as the most likely scenario to materialize in reality. Each scenario entails key issues anticipated in that future, requiring corresponding policy measures. In the Age of State Capitalism, establishing privacy protection and digital inclusion policies is imperative; in the Age of Barbarism, building pandemic response systems and strengthening cybersecurity emerge as critical tasks. The Age of Mutual Aid emphasizes the reinforcement of personal data protection and the expansion of region-specific energy policies, whereas the Age of National Socialism calls for ensuring transparency in surveillance systems and safeguarding freedom of expression as primary policy directions.
