초록

(Purpose) This study explores immigration policies as a strategic solution to attract young talent to South Korea’s high-tech sector, addressing workforce challenges due to an aging population and declining birth rate. (Research Methods) A comparative analysis was conducted examining South Korea’s current immigration policies and benchmarking them against successful models from Canada and Germany. The study reviewed policy landscapes, analyzed policy intricacies, and evaluated the effectiveness of different immigration frameworks. (Findings) The analysis revealed that Canada’s Express Entry system and Germany’s Blue Card EU program offer significant advantages in attracting and retaining high-tech talent through streamlined pathways and comprehensive support systems. In contrast, South Korea’s E7 visa process is more complex and less targeted, lacking the specificity and incentives necessary to attract STEM professionals. (Conclusion and Recommendations) To enhance competitiveness, South Korea should refine its immigration policies to explicitly target STEM professionals. This can be achieved by introducing specific visa categories and incentives, drawing inspiration from Canada and Germany’s successful models. Strategic adjustments will enable South Korea to attract elite tech talent, ensuring continued leadership in innovation and economic growth. Adopting best practices from successful models can enhance South Korea’s appeal as a premier destination for high-tech professionals.
