국내입양유아 가정의 사례를 통해 본 성공적인 국내입양 활성화 방안에 관한 연구

본 연구는 입양유아 가정의 사례를 통하여 입양으로 연결된 가족 구성원들의 경험과 이들이 부딪히는 당면 문제들을 파악함으로써 성공적인 국내입양 활성화 방안을 모색하고자 하였다. 기존의 연구가 입양에 관하여 아동복지적 관점에서 입양정책 및 국내입양 복지대책 등 사회․제도적 측면에 주목하고 있는 반면, 본 연구는 혈연중심의 가족형태에 비중을 두고 있는 한국사회에서의 국내입양을 성공적으로 활성화시키기 위한 실천 방안이 무엇인지를 탐색하는데서 출발하였다. 본 연구의 참여자는 공개입양유아 2인의 가족과 비밀입양유아 2인의 가족으로 4가정이었으며, 연구는 2005년 8월초부터 2006년 7월말까지 1년간의 입양관련 연구대상 선정과정과 2006년 8월 1일부터 2010년 6월 30일까지 입양가정에 대한 심층면담을 중심으로 총 58개월 동안 진행된 종단연구이다. 연구결과 성공적인 국내입양 실천 방안은 첫째, 공개입양을 제도적으로 활성화시키는 것이며, 둘째, 취학 전 모든 아동을 대상으로 입양관련 조기교육을 실시하고, 셋째, 입양부모의 입양 전 부모교육과 입양 후 사후관리 체제를 형성하고, 넷째, 국가적 차원에서의 대대적인 입양 홍보 체제를 구축하는 일이다. 본 연구는 국내입양을 성공적으로 활성화시키기 위해서는 입양에 대한 사회문화적 차원에서의 올바른 이해가 절대적으로 요구되며, 단순한 제도적 입양과 복지적 차원을 뛰어넘어 입양은 사회적으로 새로운 인식의 전환이 필요하다는 점을 시사하고 있다. 또한 입양아동이 단순한 환경적 위탁과 입양을 벗어나 한 가정의 가족, 교육기관의 또래구성원, 그리고 비입양아동의 부모들로부터 자녀의 친구로 수용될 수 있는 편견 없는 인식과 태도를 지니는 사회적 환경을 제안하고 있다.
Abstract
This study investigates the problems surrounding the Activation Plan for Domestic Adoption in Korea and presents ways to meet those problems which will eventually eliminate them. Subjects in this study are four adopting families (two open adopting families and two closed adopting families). Each family was interviewed regularly over approximately fifty-eight months from August in 2006 through June in 2010. Based on a study of the literature and the extensive interviews with the subjects the following methods for carrying out the Activation Plan are recommended:First, adoption should be changed from closed to fully open. Second, in homes and early childhood classrooms, as befits a just society, adoption should be presented from the right perspective that is, humanely and positively. Third, all adopting parents must receive preparatory training in order to participate in successful domestic adoption practices and be able to assist all their children. Fourth, an active campaign to inform the general public about domestic adoption is needed to change the too long prevailing destructive negative societal beliefs and attitudes about domestic adoption.
