Abstract
Political authority involves a claim to the obedience of its subjects. Attempts to justify it have been at the core of political philosophy. Joseph Raz argues that if authorities are to serve their subjects then justifications for authority must normally show that the alleged subjects are likely to comply with the relevant ultimate reasons if they take the directives as binding and attempt to follow them. They must be more likely to do so than they would if they tried to follow the ultimate reasons directly by relying on their own judgement. This paper attempts to evaluate whether Raz succeeds in justifying political authority in terms of his service function. While the service function may be one way of justifying the comprehensive authority that modern states claim, it is not the only way nor always the best way. The conclusion of this paper is that normal justifications for authority are not always defensible.
