Abstract

As of 2024, China accounts for 53.3% of global shipbuilding, and South Korea 29.1%, Japan 13.1%, and the U.S. 0.1%. As for the number of Naval ship in 2025, China retains 400 naval ships while the U.S. retains 287. The decline of the U.S. shipbuilding industry is attributed to the Jones Act and the Byrnes-Tollefson Amendment. The Byrnes-Tollefson Amendment prohibits construction of the U.S. ships in foreign countries, which caused deficiency in the U.S. naval ships. To address this problem, the U.S. Congress introduced “Ensuring Naval Readiness Act” that permits the U.S. ships to be constructed in allies such as South Korea. Similarly, the Jones Act permits only U.S.-owned, U.S.-builted, U.S.-crewed ships to transport cargo between U.S. ports, which caused a decline of the U.S. ships building industry. To address this problem, the U.S. Congress introduced “SHIPS for America Act” that supports U.S. maritime sectors through new and additional duties on China-owned ships, etc. Additionally, under the Trade Act of 1974, on April 17, 2025, USTR determined to impose additional fees on China-owned or constructed ships when they enter the U.S. ports. These acts and measures above will provide great opportunities for South Korean shipyard.
