연령통합의 관점에서 고찰한 1노인복지 관련 실정법상 연령기준의 정책적 함의

Abstract

The speed of ageing in Korea has been unprecedently high and, as a result of low fertility and population ageing, Korea seems to look forward to the advent of the age-integrated society to cope with various problems. In the future, it is expected that two revolutionary changes are beginning to emerge - firstly, human lives are subtly extending so far that they create a new age continuum, replacing the earlier concept of age differentiation; secondly, there would be widening structural opportunities for people of every age that enable people of differing ages to participate together. In a word, age integration means breaking down age barriers and thus bringing together people of all ages, the typical characteristics of which are flexible age criteria and age diversity. Age integration is not inevitable. Plans for age integration should function in accordance with such dimensions as economic inclusion, political participation and social belonging on the part of older people in society. The age criteria in laws and policies for older people in Korea are analyzed in terms of both age integration and social cohesion. According to the results of this study, the age criteria in the laws and policies are not very conducive to the advent of age-integrated society. Finally, some recommendations are included in relation to emergent integration of all ages.
