Abstract

Chemicals come into our bodies through the skin, mouth, eyes, and nose, and can cause many diseases such as the endocrine system, reproductive system, and respiratory system. In pediatric patients, persistent exposure to chemicals can lead to autism, attention deficit hyperactivity disorder, and mothers suffer from congenital malformations, underweight, and premature birth. The bad effect that the case of humidifier disinfectant gave to the citizens is that the expectation that each field of society manage the risk of life chemical products falls down. Especially, the distrust and anger about business and government has increased. In 2011, the government announced the Comprehensive Plan for Safety Management of Daily Chemical Products in order to strengthen the safety management of daily life chemical products. In 2013, the Law on Registration and Evaluation of Chemicals was enacted. In 2016, we announced the "Safety Measures for Chemical Safety of Living Products", and in 2018, we enacted the "Law for the Safety Management of Living Chemicals and Biocides". However, it is still lacking in providing information on life chemical products and 'tolerance standards' and 'safety standards' for life chemical products. This article examines the risks of living chemical products and their countermeasures, and proposes policy measures to improve the safety of living chemical products based on them. Thus, the establishment of a center for addiction of life chemical products, strengthening of consumer safety education and promotion of life chemical products, harmonization with corporate rights and consumer rights, enlargement of ingredient registration system and all ingredient labeling system, introduction of class action lawsuit, strengthening punitive damages system, And the naming of safety rights in the Constitution. In particular, it emphasized that the role of the state, accountability of the corporation, and change of citizen's consciousness are all necessary to lead a safe life from the risk of life chemical products. The state should keep the legal system and comprehensive measures for safety, and companies should pay much attention to advertisement and autonomous regulation of living chemical products, and citizens should have the habit of consuming the necessary living chemicals as necessary do.
