한국의 범죄발생 추세분석에 관한 연구:민주정부시기를 중심으로

본 연구는 1993년 김영삼정부 부터 2007년 노무현정부 까지 전개된 지난 민주정부시기에 발생한 살인, 강도, 강간, 폭행・상행, 절도 등과 같은 5대 범죄의 발생 및 검거 추세를 분석하여 이 당시의 사회가 범죄문제가 심각하게 발생한 ‘사회무질서’의 상황에 직면해 있었는가? 아니면 ‘법과 질서’가 어느 정도 유지되면서 사회안정을 통한 사회・경제적 발전이 이루어진 시대였는지를 고찰하는데 그 목적이 있다. 1993년에서 2007년까지의 민주화시기 동안 5대 범죄는 1993년 99,142건에서 2007년 422,534건으로 증가하였는데 이는 4.2배나 대폭 증가한 것이다. 살인범죄의 경우, 1993년 806건에서 2007년 1,124건으로 39.4% 증가하였으며, 강도범죄는 1993년 2,876건에서 2007년 4,470건으로 55.4%가 증가하였다. 강간범죄는 1993년 7,051건에서 2007년 13,634건으로 93.3%가 증가하였다. 폭행・상해의 경우, 1993년 27,917건에서 2007년 190,776건으로 6.8배나 증가하는 등 가장 큰 폭의 증가율을 기록하였다. 마지막으로 절도범죄의 경우, 1993년 60,492건에서 2007년 212,530건으로 3.5배나 증가하였다. 이는 같은 기간 총범죄가 44.6% 증가한 것에 비해서 5대 범죄는 425.1%가 증가한 것으로 총범죄보다 약 9.5배가 증가한 것으로 나타났다. 이러한 5대 범죄의 급격한 증가는 국민들의 범죄에 대한 두려움을 증폭시키는데 매우 큰 역할을 했다고 보여진다. 특히 강간과 폭행・상해범죄의 급격한 증가는 매우 심각한 상황이었음을 알 수 있다. 또한 절도범죄의 증가는 이 당시의 경제적 특수성과 빈곤층의 경제적 어려움을 반영한 것으로 볼 수 있다.
Abstract
This Study concerned with the trends and the characteristics of 5 Index Crime in Korea from 1993-2007. It described the curves and the component ratio of 5 Index Crime, major crimes-violent crime, sexual violence crime, felony, property crime. The data that this study has analysed were obtained from official crime statistics, “Analytical Report on Crime,” which is published by the Supreme Public Prosecutor's Office in Korea. The analysis period are from 1993 to 2007. By using the Analytical Report on Crime, annually published by the Korean Supreme Public Prosecutors' Office, this study examines long-term Korean crime trends and patterns in the following five Index Crimes: murder, robbery, forcible rape, assault, and property crime. Although the official statistics provide information on crime only reported to the police, it is useful in capturing and analyzing crime trends and patterns over the past two decades (1993 to 2007). Plausible explanations for trends and patterns of each index crime are presented to discuss about how to better respond to the overall index crime. Major findings of this study are as follows. During the Kim Young-sam administration(1993-1997) period, 5 Index crime case was 104,8500. The Kim Dae-jung administration(1997-2003) period, 5 Index crime case was 194,751. The Roh Moo-hyun administration administration(2003-2007) period, 5 Index crime case was 302,882. These crimes have became a big issue not just for individuals but also for our society as well. Specifically, during Kim Young-sam, Kim Dae-jung, and Roh Moo-hyun administration we witnessed an explosion of 5 Index Crime rate, which was comparable to a substantially lower rate during Roh Moo-hyun administration.
