이 글에서는 ‘중대선거구제’라 칭해지는 단기비이양식과 함께 도농복합선거구제, 단기이양식, 후보투표 방식의 개방형 비례제 등과 같은 다양한 중대선거구제의 지역정당구조 완화효과에 대해 살펴보았다. 이 글의 논의결과에 따르면 이들 선거제도의 지역정당구조 완화 효과는 다른 무엇보다 선거구의 크기, 즉 한 선거구에서 선출하는 의원정수에 크게 좌우되는 것으로 나타났다. 보다 구체적으로 각 선거제도의 대표한계치를 고려할 때 어떠한 선거제도든 선거구의 선출 의원정수가 최소 5~6석 규모 이상이어야 어느 정도 지역정당구조의 완화 효과를 기대할 수 있다는 것으로 나타났다. 그러나 5~6석 규모의 중대선거구제는 현행 국회의원 선거제도의 인물선거의 효과, 즉 지역(선거구) 대표성이라는 정치적 의미가 크게 약화된다는 한계를 갖는다. 이는 결국 지역대표성이라는 정치적 목표를 달성하면서 동시에 지역정당구조를 완화할 수 있는 선거구제는 찾아보기 어렵다는 것을 의미한다. 이러한 점에서 지역대표성을 선거제도 개선의 목표로 삼을 것인지 지역정당구조의 완화와 같은 사회적대표성과 비례성에 개선의 초점에 맞출 것인지 목표설정을 명확히 할 필요가 있다.
Abstract
This study intends to explore effect of various multimember district systems like limited vote, cumulative vote, single nontransferable vote system, and open list system on the regional party structure which is crucial to the democratic politics in Korea. According to the examination of the two thresholds, namely the threshold of exclusion and the threshold of representation, the eroding effect of the regional party structure is expected under 5~6-member districts regardless of electoral system. The reason is that regional parties have polled generally very low in the disapproval region. Meanwhile, the regional representation(district level) of the exiting electoral system can weaken a lot under the 5~6-member district system. This means that the electoral system reform for the eroding of the regional party structure is inconsistent with the regional representation. Consequently, the purpose of the electoral system reform for the democratic politics in Korea must be clearly defined first and foremost.
