발달장애인의 투표참여: IT기기 활용을 중심으로

초록

한국의 대표적 사회적 약자인 발달장애인은 정당한 참정권 행사에 있어서 상당한 어려움을 겪어왔다. 이에 본 연구는 참정권 행사 중 가장 기본적인 투표참여에 있어서 발달장애인에게 영향을 미치는 요인이 무엇인지 경험적으로 살펴보고자 하였다. 특히 발달장애인에게 있어서 IT기기 활용이 다양한 정보를 획득하고 사회적 기본권을 상승시킬 수 있는 환경을 조성해 줄 수 있기에 IT기기 사용 여부에 중점을 두어 연구를 진행하였다. ‘2020년 장애인 실태조사’를 활용하여 분석한 결과, 실제 발달장애인의 투표참여는 다른 장애인보다 낮은 수준이었고, 그들의 투표참여에는 IT기기 사용 여부, 일상생활수행능력(ADL), 수단적일상생활수행능력(IADL), 연령, 가구소득이 유의미한 영향을 미치는 것이 확인되었다. 이러한 결과를 토대로 본 연구는 향후 발달장애인의 투표참여를 확대하기 위해 지속적인 IT활용 능력 향상 교육과 그들의 정당한 참정권 행사를 위한 다양한 방안의 모색, 투표절차, 시설, 자료 등 발달장애인을 위한 적절한 편의의 제공 필요성을 제언하고자 한다.

Abstract

The study explores factors influencing voting participation among people with developmental disabilities, focusing on their use of IT devices. Analysis using the survey data revealed significantly lower voting rates among this group compared to other disabled individuals. Factors such as use of IT devices, activities of daily living(ADL), instrumental activities of daily living(IADL), age and household income were found to influence their voting participation. Based on these findings, the study suggests that continuous improvement in IT skills for people with developmental disabilities, exploration of various strategies to enhance their voting participation, and the provision of accessible voting procedures, facilities, and information are necessary to ensure their right to participate in democratic processes.
