제주 지역신문의 환경보도에 관한 내용분석 - 제민․제주․한라일보를 중심으로 -

환경은 우리의 일상생활과 밀접하게 연관을 맺고 생활의 테두리를 형성하고있으며, 우리는 주로 언론을 통해 환경 관련 정보를 획득한다. 언론은 환경에대한 정보제공 뿐만 아니라 감시ㆍ비판의 기능을 수행하는데, 특히 지역신문은보다 지역적인 환경 이슈의 변화경향을 파악할 수 있다. 따라서 본 논문에서는지역신문을 통해 보도되는 환경 관련 이슈가 어떻게 변화하고 있는지를 파악하기 위해 제주 지역 주요일간지를 대상으로 환경 관련 기사를 추출하여 내용분석을 실시하였다. 2000년부터 2009년까지 지난 10년간의 환경 관련 기사를 수자원, 자연생태계, 기후․기상, 오염, 개발, 기타 항목으로 구분하였고, 이를 양적으로 정량화하여 상대적 이탈지수를 산출하였다. 그 결과 2004년～2005년을 기점으로 각 항목들 간에 변화 양상을 살펴볼 수 있었다. 그 내용을 보면, 기사의 양적 빈도가가장 높았던 수자원은 제주도의 지질학적 특성상 RDI값이 0에 근접하였고, 기후․기상, 자연생태계, 개발 항목은 연도별로 뚜렷한 변화양상을 보여주고 있었다. 각 항목들의 변화는 제주도가 추진하고 있는 각종 환경정책, 사업들의 변화와 밀접한 연관성을 갖고 있는 것을 알 수 있다.
Abstract
The environment is closely associated with our daily life and we acquire the environmental information mainly through the mass media. The mass media provide us not only the environmental information but also function surveillance and criticism. Especially, the local newspapers provide more regional trends of environmental issues compared to the mass media. The purpose of this study was to understand the trends of environmental issues of Jeju. Therefore, the environmental issues reported on the three different Jeju local newspapers (Halla, Jeju and Jemin) have been selected and analyzed using frequency of each environmental issue. The environmental issues reported from the year of 2000 until 2009 were categorized into water resource, natural ecosystem, climate/weather, pollution, development, and others. These categorized items were measured with frequency and obtained Relative Deviation Index (RDI) value. In the results, the overall significant changing pattern of the environmental issue was shown during the years of 2004 and 2005. And, only few items including natural ecosystem, climate/weather, and development were shown consistent changing pattern during the analysis period. However, water resource, which was most frequently reported by the local newspapers showed closely to the RDI value of 0 due to the geological characteristics of Jeju Island. The variation of each item could be related to the various political issues and changes of environment business plan.
