초록

The article aims to empirically analyze the variation of a local charter school service delivery in the USA. For this study, the author selected school districts as the units of analysis. And, the sample is obtained from Colorado. Since Colorado voters passed its charter school law in 1993, school districts have tried to deliver charter school services to their education customers. Charter schools’ spread across Colorado has been steady. Currently, these efforts of school districts make the broad variation in each school district’s charter school service delivery to residents. Namely, some school districts deliver more charter school services to their education customers while other school districts do not. This study finds an answer to explain why this variation emerges in school districts, testing hypotheses made based on the contents of collaborative governance and school district characteristics. The final statistical results demonstrate that both collaborative governance and fiscal capacity factors are a primary cause making this variation in delivering charter school services to residents appear in Colorado’s school districts.

Abstract

The article aims to empirically analyze the variation of a local charter school service delivery in the USA. For this study, the author selected school districts as the units of analysis.
