창조적 행정조직의 탐색과 실천: 재난행정사례와 교훈

초록

창조경제시대를 맞이하여 창조성 활용에 대한 중요성이 높아지면서 창조적 조직구조의 가능성과 실천에 대한 관심과 연구의 필요성이 고조되고 있다. 이 글은 창조성기반사회로의 진전과정에서 그 의미가 증대되고 있는 창조적 행정조직을 탐색하고자 한다. 이에 기존 조직론의 지세로서 정보 및 지식, 창조성기반 조직론의 전개과정을 고찰하며, 한국과 일본의 재난행정 사례를 통해 조직현상을 분석하고자 한다. 분석결과, 한국의 재난행정조직은 일본에 비할 때 지식관리 및 창조성 발현수준이 저조하였으며, 창조적 조직과 커다란 괴리를 드러냈다. 즉 지식창출, 지식관리, 지식공유, 지식확산 등 지식흐름과 창조성관리능력이 미흡하여 재난재해의 문제 상황의 해결은 물론 가치창출에 무기력한 양상을 보여주었다. 장차 창조시대에서 행정조직이 문제해결을 통해 존재의의를 인정받고, 미래지향적 가치창출을 통한 신뢰회복을 위해서는 행정조직의 창조성 역량을 높여야 한다. 이런 맥락에서 요구되는 창조적 조직의 조건으로서 조직의 유연성, 이음새 없는 기능 및 프로세스, 학습지향 행정문화, 창조성기반 확충 등의 바탕에서 행정조직의 설계와 실천적 노력이 요구된다.

Abstract

The purpose of this paper is to outline the identity of creative organization for the public administration and investigate the case of disaster administration in Seoul and Tokyo Metropolitan cities and suggested some policy tasks, which strongly pushed by creativity based government, by comparing them with those of creativity-based organization management. In fact, organization of creativity is an emerging administration process that organizes, filters, shares, and retains knowledge as an asset. To be creative organization in today’s socio-economy, organizations are finding creativity to be as important an asset as physical capital. In this context, in order to implement the functions and roles in more fiercely forthcoming creative, the administration's effort should be made from the beginning for solving various problems which newly arises in the course of establishing Creative Organization.
