최근에 발생한 일련의 사건들을 대응하는 과정에서 한국 정부는 사전적 위기관리와 사후적 위기대처 에서 기능저하현상을 드러냈다. 이는 전통적인 계층제와 관료제에 기반을 둔정부 주도 행정모델이 행정환경의 변화 즉 급변성과 복잡성으로 대표되는 현재의 행정환경에 적절히 적응하지 못해 새로운 문제들에 대한 해결책을 주지 못하는 정책실패 현상이다. 새로운 행정환경의 정책문제는 기존 정부형태의 미세적 조정으로 해결할 수 있는 한계를넘어섰으며, 예전에 존재하지 않았던 새로운 정부형태를 요구한다. 본 연구는 경영학계에서 연구된 관료제 기반의 기업들이 과점하고 있던 시장을 새롭게나타난 플랫폼 기반 기업생태계가 잠식하는 ‘해체(unbundling)’ 개념을 바탕으로, 플랫폼 기반 기업생태계의 행정학적 적용인 ‘플랫폼 정부(platform government)’를 제안한다. 플랫폼기반 기업 생태계가 기업의 업무를 기능별로 분화하고, 분화된 기업 간의 협력적 생산을통해 생태계 전체의 유연성, 혁신성, 대응성 등을 높였듯이, 플랫폼 정부란 정부의 업무를기능별로 분화하여 기존의 계층제를 파타하고 민관의 협력적 생산을 통해 정부의 유연성, 혁신성, 대응성을 높이는 정부형태로, 민관협력체계를 플랫폼 체계 안에서 활성화한다. 본연구에서는 대중교통, 교육, 행정업무 측면에서 플랫폼 정부의 구체적인 적용가능사례를제시하고, 플랫폼 정부를 실현하기 위한 정책적 제언으로 공공데이터 측면에서 생명주기중심의 데이터 개방, 공무원과 민간의 ‘계약형 협업’ 활성화, 그리고 정책혁신 측면에서 사회혁신생태계에 대한 투자와 정부와 민간 간의 인수합병 시장 조성 등을 제안한다.
Abstract
risk management system of Korean government. Such policy vacuum occurred because the current administrative model driven by traditional bureaucracy based on hierarchy cannot provide with appropriate and timely solutions to current policy problems under administrative environment which changes rapidly and is complex, which requires a new type of government model. This study proposes ‘platform government’, the administrative application of platform- based business ecosystem with ‘unbundling’ of traditional government functions Platform Government is a government that enhances flexibility, innovativeness, and responsiveness by dividing the task of government by functions and producing policies collaboratively with public and private entities as platform-based company ecosystem does. This research shows several examples for the application of platform government in areas such as public transportation, education and administrative work and suggests policy recommendations as the follow: setting up of data-based platform, facilitation of ‘contract based cooperation’ between government and private entities, increased investment in the social innovation ecosystem and establishment of M&A system for internalizing social ventures.
