심층면접조사를 통한 창원시 제조업 청년노동자 실태분석

창원시는 기계 및 철강, 조선, 자동차와 같은 제조업을 기반으로 경남지역 산업경제의 중추적인 역할을 담당해 왔으며 9,000여 개가 넘는 제조업체와 10만 명이 넘는 제조업 종사자를 보유하고 있다. 하지만 늦은 산업고도화로 인한 경쟁력 약화, 최근 조선업의 몰락과 수출 부진 등으로 인해 청년 일자리 문제가 심화되고 있으며, 창원시 제조업⋅서비스업 동향조사를 제외하면 창원시 제조업 청년노동자의 실태에 대한 자료는 매우 부족한 상황이다. 따라서 본 연구에서는 창원시 제조업에 종사하는 청년노동자에 대한 심층면접조사를 통해 근로실태를 분석하고, 청년정책의 효과를 제고하기 위한 시사점을 도출하고자 한다. 연구결과, 현재 창원시에는 종사자 100인 미만의 사업장에서 150~250만원의 임금을 받는 청년노동자들이 많았고, 부당한 대우에 대해 참거나 직장을 그만두는 길을 택했으며, 근로환경을 개선하고 사업장 감독을 강화해야 한다는 의견이 주를 이루었다. 또한 자기개발에 대한 욕구가 있음에도 불구하고 현실적인 제약으로 인해 실행하기 어려운 상황이며, 창원시에서 시행하는 청년정책의 인지도는 낮은 수준에 그쳐 개선이 필요하다. 향후 추가적인 연구를 통해 표본수를 늘리고 다양한 변수에 대한 정량적 분석이 추가된다면 창원시 청년정책 수립에 유용한 정보를 제공할 수 있을 것이다.
Abstract
Changwon has played a pivotal role in the industrial economy of Gyeongnam region based on manufacturing such as machinery, steel, shipbuilding, and automobiles. It has more than 9,000 manufacturers and more than 100,000 manufacturing workers. However, the problem of youth unemployment has intensified due to the weakening of competitiveness by late industrial advancement, the recent collapse of the shipbuilding industry, and sluggish exports. Except for the survey on manufacturing and service trends in Changwon, data on the status of Changwon's manufacturing young workers are not enough. The purpose of this study is to investigate the current status of labor through in-depth interviews with young workers in Changwon manufacturing industry, and to derive policy implications for improving their quality of life. According to the results, there are many young workers who received wages of 1.5~2.5 million KRW in workplace with less than 100 employees. When they were treated unfairly, they chose to endure or quit their jobs without any actions. Hence, it is necessary to improve the work environment and strengthen workplace supervision. Despite the desire for self-development, it is difficult to implement because of realistic constraints. Also, the awareness of youth policies implemented in Changwon is very low and needs improvement. It would be useful to increase the sample size and add quantitative analysis of various variables in future research.
