Abstract
Previous studies in behavioral economics have shown that increased tax salience reduces consumption of a good while simultaneously increasing support for or acceptance of the tax. This suggests that enhanced tax salience for energy taxes can contribute to carbon neutrality by reducing energy consumption and increasing acceptance of energy taxes used for energy demand management and energy transition. this study aims to identify consumers' preferences for the level of information provided on fuel taxes and to estimate the consumer benefits of such information. To this end, a survey was conducted to collect relevant information, and multinomial logit model and Tobit model were used to estimate the consumer utility function and willingness-to-pay function, respectively. The results show that gender, household income, perceived need for energy management policies, annual mileage, economically motivated consumption behavior, and trust in government activities influence consumers' preference for fuel tax information. In addition, the average consumer benefit of providing fuel tax information was estimated to be around 90 KRW/L, which varied by gender, age, household income, awareness of fuel tax components driving experience, present-oriented consumption behavior, and trust in government activities. This study is academically significant as it provides a direct analysis of consumer preferences concerning the level of information provided about energy taxes. The findings are expected to form a foundation for enhancing the implementation of energy taxes to achieve carbon neutrality.
