Abstract

This study analyzes the structural significance and regional economic impact of the disaster safety industry in response to the increasing frequency of natural disasters caused by climate change, particularly hydro-meteorological disasters such as floods. Unlike previous studies that mainly relied on national input-output tables or estimated damage without industry-specific classifications, this research adopts a differentiated approach by applying a specialized classification system for the disaster safety industry—linked to the Korean Standard Industrial Classification (KSIC)—which includes the categories of prevention, response, recovery, and services. Based on the 2015 regional input-output table, a quantitative analysis was conducted using production inducement effects, value-added inducement effects, and forward-backward linkage effects (sensitivity and influence coefficients). A total of 27 industries were externalized to examine inter-industry linkages by disaster type and region. The analysis revealed that the “Primary Metal Products” industry consistently recorded the highest inducement coefficients across most regions and disaster response categories, indicating its critical role in the construction of disaster response infrastructure. Furthermore, a virtuous cycle was identified in many regions, where the “disaster prevention” industry stimulates the “disaster response” industry, which in turn induces the “disaster service” industry. In the Seoul Capital Area, the disaster safety industry showed strong linkages with wholesale, retail, and financial services, while in non-capital regions, the effects were more pronounced in manufacturing-based industries. This study highlights that the disaster safety industry operates not as a standalone sector but as a complex network of interlinked industries. Through quantitative coefficient analysis, it offers a scientific foundation for diagnosing regional resilience and setting priorities for policy resource allocation, thereby contributing to the advancement of disaster response systems.
