본 연구는 공공기록물법에 근거한 기록물관리 전문요원 제도의 현황과 한계를 종합적으로 검토하고, 국내외 유사 사례 분석을 통해 개선 방향을 제시하고자 하였다. 먼저 기록물관리 전문요원 제도가 공공기관 취업 요건으로만 기능하며 민간영역 수요에 부응하지 못하고 있음을 지적하였다. 이어 영미권의 아키비스트·레코드매니저 인증제도, 국내 사서·학예사·사회복지사 제도 등을 비교·분석해 교육과정 표준화·인증, 자격 세분화, 재교육 프로그램의 제도화, 전문직능단체의 법적 근거 마련 등 다각적인 방안을 제안하였다. 또한 교육부와 행정안전부의 협력을 통한 고등교육기관 평가·인증 연계로 기록전문가 양성 체계를 강화할 수 있음을 논의하였다. 이를 통해 기록물관리 전문요원이 진정한 전문가 제도로 자리 잡고, 공공·민간을 아우르는 폭넓은 기록관리 생태계를 구축하는 데 기여할 수 있을 것으로 기대한다.
Abstract
This study comprehensively reviews the current status and limitations of the Records Management Specialist system established under the Public Records Management Act, and proposes directions for its improvement based on an analysis of domestic and international best practices. First, it points out that the program functions merely as an employment requirement for public institutions and fails to address the growing demands of the private sector. Next, through a comparative analysis of accreditation systems for archivists and records managers in English-speaking countries, as well as domestic credentialing practices for librarians, curators, and social workers, this study suggests multifaceted measures including the standardization and accreditation of educational curricula, the segmentation of professional qualifications, the institutionalization of continuing education, and the establishment of legal foundations for professional associations. It further discusses the potential to strengthen the training system for records professionals through collaboration between the Ministry of Education and the Ministry of the Interior and Safety, particularly by integrating higher education evaluation and accreditation processes. Through these measures, the Records Management Specialist system is expected to evolve into a robust professional framework, ultimately contributing to the development of a comprehensive records management ecosystem encompassing both the public and private sectors.
