In Chinese literary history, 『Guoyu』 does not attract much attention. In fact, it deserves careful study not only from literary perspective but also from historical one. In this paper, by analyzing the intention of 『Guoyu』's writing techniques, it is believed that the historical material in 『Guoyu』 is not selected in a casual way but centered on some consideration such as ruling by rite, people-orientedness, loyalty and pardon. 『Guoyu』 took records the word primarily history book, it's content contains has loyally is massively crafty to the character, beautiful friendly disgusting appraisal.
