Abstract
Studies on Albert Venn Dicey have largely been focused on his “3 principles of the British constitution”. This article, by way of historical approach, examines Dicey’s other major writings than Introduction to the Study of the Law of the Constitution and investigates what Dicey’s beliefs are and whether they reveal any change during his active and elongated participation in the contemporary constitutional debates. Dicey’s tenets are imperialism as a vindication of the British Empire, anti-democracy in his disapproval of universal suffrage, and individualism in social policy. With respect to his change of view, it is found that ever since his criticism of the Parliament Act of 1911 he adopted some democratic arguments such as prevalence of “the electors’ will” over the Commons and approved referendum. However, Dicey always believed in the limited suffrage especially excluding women and in the representatives’ independence of their electors. Besides his criticism of the Parliament Act was a part of campaign against the Irish Home Rule. Therefore it is concluded that Dicey remained unchanged in his basic beliefs. It is notable that Dicey’s authoritative delineation of the British constitution is based on conservatism in its praise and support of the existing constitution.
