Abstract
This paper deals with the impact of changes resulting from the move to a combination of online and offline formats for multicultural festivals in Korea and Taiwan after COVID-19. Korea and Taiwan are representative of destinations for migrants in Asia, and consequently, they both hold annual multicultural festivals in various regions. During the initial COVID-19-induced lockdowns, however, offline festivals became difficult to organize, causing the Korean government to introduce online festivals, and as social distancing eased in 2021, they began to promote ‘hybrid festivals’ that combined both the offline and online formats. Accordingly, the organizers of the Migrants’ Arirang Multicultural Festival (MAMF) in Changwon, Korea‘s largest multicultural festival, followed suit by live broadcasting offline events online. Simultaneously, the organizers of the Multicultural Festival in New Taipei City, Taiwan, introduced a ‘hybrid’ method using both the festival‘s website and SNS. Although these two regions developed similar ‘hybrid’ multicultural festivals, the spaces they created were different. In Changwon, Korea, a ‘transnational’ space developed connecting the migrants’ hometowns with working Korea through an online space, while in New Taipei City, Taiwan, where the natives and migrants live together, an attempt was made to hybridize the two groups’ cultures. The difference between these two festivals can be seen in the standard of cultural diversity pursued. While Changwon’s MAMF has focused on expansion by connecting migrants’ cultures with Korean culture, the Multicultural Festival in New Taipei City has emphasized harmony between the natives and migrants as the ‘same’ residents of New Taipei City.
