Abstract
The view that fundamentally different standards of morality, practices and belief systems operate in different cultures and cannot be judged with regard to their worth from a standpoint exterior to them. Cultural relativism thus holds that there is a fundamental incommensurability between the value-systems of different cultures. In this point, this study aims to approach culture with the viewpoint of intergovernmental cultural relations in relation to cultural philosophy or cultural epistemology, and to find out cultural dependency, and to search ways of cultural cooperative relations between national culture and local culture. Major findings in this study are that national cultural absolutism has affected local cultural autonomy in Korea, and suggested some guidelines to cope with this problem by arguing that anti national cultural absolutism should not be stressed but try to find solution in cooperative local cultural relativism(CLCR).
