Abstract

According to the modern democratic ideology, local autonomy is, as a systematic guarantee, protects the rights of the local people, affairs the principle of Checks and Balances, and has an open administration to which the people can access. The fundamental ideology of the local self-government of the police also establishes democracy and is independent of politics, leading to get its neutrality. Autonomous besiness of the police is needed to dicentralize the power concentrating or the central government and to carry out police administration suitable for unique situations of local areas. The police officers in past kept order with inactive attitudes, while they are those who achieve welfare administration actively to serve the people. Now, the police should not have control over the people. Now, the police should rather service minds to think in the point of views of the people and to help, than controlling over them, the reason that prevents the police from having close relationship with the people. To do so, the local autonomous police is required to understand unique situations of local areas which the present national police system can't solve. In addition, it is needed to make sure local autonomy as a constitutional institution. In this case, the self-governing police should be seen as a sole business. Only when police business is understood as an autonomous one, police officers can serve to local people closely. But when seen as a national business, they fail to be fit for solitary situations of local areas due to dissociation with local people, resulting in failing to represent the local people. The self-governing police, thus, should be introduced that is suitable for local situations and is able to feflect the opinions of the locals.
