Abstract
The community welfare center is the system to give its citizens or residents comprehensive welfare service in a region or community. The community welfare center is characteristic of its public service, so it has difficulties in measuring its degree of efficiency. Various difficulties in measuring the degree of efficiency have had various influences on evaluating and promoting community welfare centers. This study tries the analysis of utilizing a quantitative method(DEA, data envelopment analysis), and it analyzes the causes of inefficiency in managing community welfare centers. The findings of using DEA are summarized as follows. Inefficient community welfare centers in Gwang-ju are DMU1, DMU2, DMU3, DMU4, DMU7, DMU8, DMU9, DMU14 and so forth while efficient community welfare centers are DMU5, DMU6, DMU10, DMU11, DMU12, DMU13 and so forth. The findings are that inefficient community welfare centers undersupply annual programs and users as output valuables for relative standard groups. Community Welfare centers in Gwang-ju are required to improve annual programs and users as output valuables.
