Abstract
The purpose of this research is to analyze whether local governments are facing fiscal stress since financial crisis in 2008 whereas, if so, whether the applicable local governments have entirely devoted for local finance efficiency to overcome the stress. For this, a panel regression analysis designed by Seemingly Unrelated Regression model has been conducted in reference to the impact of fiscal pressures on local finance efficiency for 3 years after 2008 financial crisis, from 2009 to 2011 constituting panel data by lower level groups of local governments such as Si, Gun & Gu in Korea. The more aggravated financial pressures become, the more governments try to expand local tax revenues and reduce expenditures therefore, it is analyzed that governments have attempted to improve financial efficiency. The regression coefficient estimator of labor-costs reduction efforts index within expenditures reduction model is analyzed to be statistically meaningful in a negative direction thus it was observed that the governments tend to rely on intergovernmental grants in order to secure fixed costs. By even more specific analysis, it is proved that the impact of City-level administrations' financial pressures on financial efficiency represents the entire lower level governments. Although financial efficiency is not analyzed to be statistically meaningful due to fiscal stress in Gun & Gu at a significant level of 0.05, however,relatively higher relying tendency on intergovernmental grants of Gun-level governments and the increased demand of administration represented by social welfare services required for aging population owing to high population density implied the likelihood of another financial pressure as such sub-national government borrowing system not by direct operational factors but external reasons.
