본 연구는 중국이 지역경제발전의 패러다임으로 제시하고 있는 지역조화발전에 대해서 이론적인 문제가 무엇이 있는가를 고민하고 있다. 국토면적이 작은 국가나 큰 국가 모두 지역 간 발전격차는 매우 중요한 문제가 되고 있다. 중국은 이러한 지역문제를 해결하기 위한 패러다임으로 지역조화발전이라는 개념을 제시하고 있다. 본 연구에서는 지역조화발전 개념에서 조화가 가지는 의미에 대해서 고민해 본다. 조화상태라는 것이 과연 어떤 의미를 가지는가? 본 연구에서는 조화상태는 어떠한 목적이 아닌 방향으로 보고 있다. 왜냐하면 지역 간 경제발전격차는 필연적이고 객관적인 과정이기 때문에 반드시 해결되어야할 과제가 아니기 때문이다. 그러나 격차가 지속적으로 확대되기 보다는 완화되는 것이 국가적인 측면에서 더욱 큰 의의를 가지기 때문에 지속적인 노력이 필요하다. 이러한 노력이 바로 조화상태인 것이다. 이러한 조화상태에 대한 이론적인 고민에 대해 조화도를 통해 새로운 방법론을 고민해 보고 있다. 그리고 지역조화발전이 가지는 개념적인 의미에 대해 경제적인 측면뿐만 아니라 비경제적인 측면에서의 의의를 제시하고 있다.
Abstract
This paper research the theoretical problems of the regional harmonious development, the paradigm of the regional economic development in China. The regional development disparity is the important problem, to the national small area and big area. To solve the regional problem, the China suggests the regional harmonious development paradigm. This paper considers the theoretical implication in the concept of the regional harmonious development. Is there any implications of the harmonious states? This paper considers that the harmonious states is the direction, not the targets. Because the regional development disparity is the necessary process and the objective process, and then is not the certainly settlement problem. But reducing the regional development disparity is an important implication from the national stability. And we have to consider the harmonious states.
