Abstract

Social Enterprise and Commerciality Social Enterprise has very important value under the social and economic conditions in modern society. However, we have to consider Social Enterprise may cause new and unanticipated problems because Social Enterprise focuses on solving the problem of the social exclusion. If Social Enterprise does not seek the profit, it cannot be the 'Enterprise'. If Social Enterprise does not seek the social goal, such as social service and employment, it cannot be 'social'. The government forces "Social Enterprise Promotion Act" for solving this dilemma. There are lots of similar organizations or enterprise in our society. It is not certain whether these will change into Social Enterprise under the this law or not. Under the law, people can use the word 'Social Enterprise' after certifying from the certificate authority, Ministry of Labor. The main issue is that the word 'Social Enterprise' has the power of getting public confidence. In the US, Social Enterprise has developed with CSR(Corporate Social Responsibility). In Europe, it has developed with independent organization, cooperative. In any case, Social Enterprise' development is difficult without guaranteeing commerciality. Success depends on the choice of preexisting organizations and willingness of the government.
