물이용부담금의 현황과 개선방안

Abstract

Government has increased investment continuously to improve the quality of water in public water area but problem of water pollution doesn't seem to be better. The treatment of Four Major River started from this consciousness. Water Use Charge has used for inhabitants of the upper reach of a river to support the program for residents and to improve the quality of water, but there were some problem such as resident support program, installation of environmental basic facility and fund aid program, support of green industry and support of survey for environmental basis, and therefore it needs to be readjustment. It is desirable that resident program is converted to a large-scale support program, and is improved through intense study to support the resident more efficiently. It should be considered that installation of environmental basic facility and fund aid program are applied to a region where its resident can't afford to pay, and with considering this fact, it is necessary to make a new standard of support. As for support of survey for environmental basic facility, the scale of support is insignificant and there is no confidence that the result of study is used efficiently to manage the river valley. So it is necessary that experts should try to make middle and long term research plan which contains what is proven to use river valley efficiently, and on the basis of this, it needs to expand supporting scale of fund. Because participation and cooperation of river valley members are essential in management of river valley, committee of watershed management should make clear the meaning of participation and cooperation in management of river valley, make a strategic plan to activate this, and then strengthen the support of this field gradually.
