Abstract

Concern over educational inequality increases in online classes, which are universally adopted during the COVID-19 pandemic. The active participation of teachers is necessary to improve the quality of online classes and to reduce educational inequality. Teachers should play an active role to strategically address a variety of issues in online classes, not act as passive followers of the Ministry of Education or school administrators. To understand the diversity of online classes in the COVID-19 pandemic, we should investigate teacher agency, and specifically practices that actively address educational problems and improve the quality of education. This study aims to explore types of teacher agency in online classes and the individual and environmental factors influencing that agency. For these purposes, 18 secondary school teachers participated in in-depth interviews about teacher agency. Three types of teacher agency in online classes were identified: change-seeking, stability-seeking, and responsibility-avoiding. Based on the ecological approach, this study found that teacher agency was influenced by individual factors including a teacher's beliefs and expertise as well as factors in the educational environment such as colleagues and principals, school culture, ICT tools, and parents. The findings of this study imply that teacher agency plays a crucial role in improving online classes. Systematic efforts are thus necessary to improve and sustain teacher agency.
