Abstract

This paper deals with the way in which the cultural diversity doctrine has been developed both in the UNESCO and the WTO and also deals with the possible conflicts between culture and trade together with the solution for them. In Korea, unlike other countries, the Screen Quota debates have long been central issue with respect to the cultural diversity among culture and trade communities. The pro-culture groups regard the Cultural Diversity Convention(CCD), which was adopted on 20 October 2005 at the 33rd UNESCO General Conference, as ground for the protectionist measures against foreign films. But several survey reports reveal that the contribution of the screen quota to the diversity of Korean film markets is not so much as a widespread belief. According to Article 4 CCD, ‘cultural diversity' means ‘the manifold ways in which the cultures of groups and societies find expression'. By characterizing culture in relation to its expression the CCD requires culture to be analysed in relation to the markets where it is represented. Since we Koreans lived in an uni-cultural societies for a long time, the notion of the cultural diversity is not familiar with us. But as a result of fast growing foreign labor immigrants form abroad in these days, Koreans are forced to get along with the cultures and peoples of diverse origins. In this context the CCD might be a very good educational instrument for the close-minded Koreans to open their eyes to the world.
