Abstract
The Financial Stability Forum (FSF) was established by the G-7 finance ministers and central bank governors in 1999 to promote international financial stability through enhanced information exchange and international cooperation in financial market supervision and surveillance. The FSF brings together senior representatives of national financial authorities (e.g. central banks, supervisory authorities and treasury departments), international financial institutions, international regulatory and supervisory groupings, committees of central bank experts and the European Central Bank. The FSF's works cover in the areas of highly leveraged institutions, capital flows, offshore financial centres, implementation of international standards, deposit insurance, credit risk transfer, and market and institutional resilience. This article tries to overview FSF's performance with critical evaluation. The FSF established working groups and a task force. They made recommendations and principles for each subject. The FSF has focused on disclosure, standards and training in order to promote international financial stability. This article also suggests that the FSF should be independent from the G-7 countries by having appropriate decision making procedures. The FSF needs to enhance its role as coordinator for establishing the international standards. The FSF has to find more efficient ways that encourage the member countries implement its recommendations and international standards.
