전략기획의 이론적 논의와 실무적 효용성 논의 간의 부정합에 관한 고찰 - 한국군 합동전략기획체계 발전방안 모색과정에서의 교훈 -

본고는 한국군 JSPS 발전방향과 관련한 국방부 프로젝트를 수행하는 과정에서 확인된 전략기획의 이론적 논의 구도와 실무적 효용성 논의 간의 부정합 양상을 다루고 있다. 이를 위해 본고는 전략기획이 무엇이며, 전략기획이라는 이론분야가 어떠한 가정위에 서 있는지 살펴보는 것에서부터 출발했다. 한국군 JSPS 가 제도적으로 어떻게 구현되어 있으며, 그것이 실제로 어떻게 운용되는지도 서술했다. 이어서 전략기획이 군에 구현된 실태를 기초로 이론적 맥락과 실제 간의부정합 문제를 논의했다. 마지막으로 이론과 실제 간의 부정합에도 불구하고 제도화는 지속되고 있는 현실을 감안하여 우리 군(軍) 전략기획체계 발전방향을모색했다.
Abstract
This study deals with the issue of mismatch between theoretical debates about strategic planning and the discussion of its practical usefulness. I investigated this issue while conducting research project about development plan of the Joint Strategic Planning System(JSPS) of the Korean Armed Forces(KAF). This study deals with 1) what strategic planning is, 2) what assumptions are strategic planning based on, 3) how the KAF's JSPS has been institutionalized, and 4) how the JSPS has been operated. Based on these discussions, I argued that there is mismatch between theoretical debates about strategic planning and the discussion of its usefulness, which is mainly raised by practitioners. In the last part of this study, I provide some policy suggestions for the development of JSPS.
