냉전기 주요 핵보유국의 핵개발 전개과정 비교: 미국, 소련, 중국의 핵전략 및 핵지휘체제 변화를 중심으로

본 연구는 북한의 핵개발이 군사제도 및 전략에 어떤 변화를 주게 될 것인가를파악하기 위해, 냉전기 소련과 중국에 의해 핵개발이 추진된 경과를 고찰하는것이 유용할 것이라는 문제의식에서 착수되었다. 1949년 최초의 핵실험을 단행한 소련은 핵전력에 앞서 나간 미국을 따라잡기 위해 운반수단으로 전략미사일 개발에 중점을 두었고, 전략로케트사령부를 신설하고, 핵전력에 중점을 두는 단일무기전략을 발전시켰다. 한편 1964년 최초의핵실험에 성공한 중국도 제2포병 사령부를 설치하여 핵 및 미사일 전력을 관할하게 하였으나, 소련과 달리 방어적인 성격의 ‘핵선제 불사용’ 원칙을 일관되게표명하였다. 구공산권 국가들이 핵전력 등장 이래 보여준 군사제도 및 군사전략의 변화양상을 고려하면서, 북한의 핵전력 개발이 초래할 한반도 안보환경의 변화에 대응해 가는 대응태세 구축이 절실하다.
Abstract
After conducting its first nuclear test in 2006, North Korea has continued to develop its nuclear and missile arsenal as well as its nuclear strategy. This paper attempts to trace America’s, Soviet Russia’s and China’s nuclear development processes to foresee Pyonyang’s further nuclear posture. North Korea’s nuclear development has shown a similar trajectory with those of Soviet Russia and China. Seoul should cope with new security challenges posed by North Korea through the lessons learned from Soviet Russia’s and China’s nuclear development process during the Cold War Era.
